On Monday, January 5, 2026, Orion Planning and Design presented the DRAFT of the new Bay St. Louis 2045 Zoning Ordinance to the Planning and Zoning Commission. This presentation marked the next required step in the process toward adopting a new zoning ordinance for the city. This started a public comment period.
Bob Barber of Orion presented the draft ordinance and explained to the Commission and the public how the new document was developed. This proposed Zoning Ordinance is based on the Bay St. Louis 2045 Comprehensive Plan, which was adopted by the City Council on July 2, 2024. A copy of the BSL 2045 Comprehensive Plan is available for review on the City's website.

The public is encouraged to review the draft Zoning Ordinance and provide comments on this proposed draft until Tuesday, April 21, 2026. Comments may be added directly within the draft document (the preferred method), emailed to Jeremy Burke at jburke [at] baystlouis-ms.gov, or submitted via the webform at the bottom of this page. All comments will be forwarded to Orion Planning for review and consideration. Based on the comments received during this period, Orion may make adjustments to the Zoning Ordinance. All are strongly encouraged to submit comments.
After the extensive public comment period, a final version of the BSL 2045 Zoning Ordinance is expected to be presented to the Planning and Zoning Commission at a public hearing. If approved and recommended by the P&Z Commission, the BSL 2045 Zoning Ordinance will then be considered by the Bay St. Louis City Council for final approval. Dates for these hearings will be set once the Council feels appropriate.
